It could be the case that the so-called "JFK Collection" (at NARA) amounts primarily to a distraction from a more important issue: files that were withheld in full in the 1990s in violation of the JFK Records Act. Former ARRB Chairman John Tunheim insists he was misled concerning the relevance of documents related to a particular CIA officer supervising the group of anti-Castro Cuban exiles who had a run-in with Oswald on the streets of New Orleans in summer 1963. The same guy was used as the CIA's liaison with the HSCA, in violation of an agreement not to use as liaison anyone active in Cuban ops at the time of the assassination. Robert Blakey acknowledges the CIA's bad faith.

Why did Billy Joe Lord write his March, 1977 letter to President Carter complaining about pressure for his cooperation by Edward Jay Epstein and Henry Hurt on behalf of a Reader's Digest project? Why was the FBI unable to locate and interview Henry Hurt's "advisor" based on the description provided in the letter to Carter by Lord?
