Several possibilities. Either there is a massive risk to both parties, enough to worry about themselves making the risk too high to not use them to attack the other side.
Another is that Epstein was doing a lot of dirty work for various intelligence or other government agencies that would cause harm and/or serious embarrassment.
Then there's the likely complication that these involve people or interests of close allies that would harm relationships.
More likely, some of all of the above.
